Muslim Reservation in West Bengal and Andhra Pradesh

Popular Front of India welcomes the decision of the West Bengal state government to earmark 10% for 'Backward Muslims', even though a specific reaction to the issue is not possible now because an executive order is still awaited.  However we learn that the government plan is to include much more Muslims occupational groups to the list of Other Backward Classes who enjoy at present 7% reservation in employment.  So far only 2% share of OBC reservation is enjoyed by Muslims who constitute 26% of the state population.  It is not clear whether the new quota will be over and above the existing 7% raising the total OBC quota into 17% and also whether the new 10% quota will be separately reserved for Muslims.

We would like to bring to the notice of West Bengal government that a class of people is eligible for reservation based on their relative backwardness and the Muslim community in the state is proved to be more backward than all other communities including the Hindu OBCs who now enjoy reservation.  Hence it is unjust to exclude any section of Muslim community from reservation and to limit the benefit to a few groups among them.  As it prevails in Kerala and Karnataka since many years, there are no constitutional and legal constrains to declare the entire Muslim community as a backward class eligible for reservation.

According to the available official statistics, the present share of Muslims in state government is below 4%.  Hence in order to achieve the target of adequate representation on par with population strength, the new quota of10% is not sufficient.    We demand the state government to make the Muslim quota minimum 20%.  The Misra Commission has recommended 10% in the central service and education based on the all India Muslim population of 13.4%. It is also worth notice that Kerala Muslims are entitled to get 12% reservation, even though their population percentage is less than that in West Bengal.  Let the West Bengal take the model from Kerala which is also being ruled by CPI (M) led Left Front.

Also we urge the West Bengal government to extend the job reservation benefit to all quasi-government sections, cooperative sector, companies with government share and public sector undertakings.  Separate quota of seats are to be reserved for Muslims in admission to educational institutions at all levels including all  under -graduate, post graduate, technical and professional courses.

The decision of the Andhra Pradesh High Court which once again quashed state government decision to earmark 4% reservation to Muslims is unfortunate and reveals the communal and casteist bias that governs a section of the judiciary.   The observation that Andhra Pradesh act is religion-specific and potentially an encouragement to conversion, is baseless and highly prejudiced. This reference to conversion shows the influence of Hindutva mentality and is unwarranted.

At the end we wish to point out that the developments in West Bengal and Andhra Pradesh are indications to continue the struggles of the Muslim community for the fulfillment of their right to equity and justice.  Popular Front of India has began a two -month long National Campaign for Muslim Reservation from Pune on 31 January 2010. As part of this campaign, our West Bengal state committee has started a caravan today from Kolkota which will conclude with a Mass Meeting at Musrshidabad on 20th after covering all the Muslim dominated regions in the state.  Similar programmes are being undertaken in other states also.  We call upon all to join us in this campaign for Muslim Reservation.

Hard Working Politicians...........!!

Preparation in full swing for national meet on Muslim reservation

By TCN News,

New Delhi: Preparations are in full swing for the February 10 national meet on Muslim reservation to be held here in the national capital at the active efforts of Joint Committee of Muslim Organisations for Empowerment and National Movement For Muslim Reservation, both headed by ex-MP Syed Shahabuddin.

It is expected that nearly 500 activists from all over the country shall participate in the Meet. The Organizing Committee has invited Mr. Saiyid Hamid, Chancellor, Jamia Hamdard, to inaugurate the Meet. He has kindly consented. The session I of the Meet shall be chaired by eminent economist, Dr. Abusaleh Shariff, former Member-Secretary of Justice Sachar Committee. The Session II shall be chaired by Mr. Zafar Saifullah, IAS (Retired), Former Cabinet Secretary to the Govt. of India

The Organizing Committee has received the intimations from groups of activists arriving from all parts of the country, from Gujarat to Assam and from North to South. The Meet shall be attended by delegates from all known Muslim organization like JIH, JUH, JAH, AIMC, AISC. The Popular front of India based in Karnataka the Tamil Nadu Muslim Munnetra Khazagam, All India Federation of Muslim Backward Classes in Mumbai, the Muslim Reservation Movement in UP the Milli Muttaheda Mahaz, Bihar, will participate in the Meet apart from some Muslim MPs and Muslim political leaders who belong to different political parties

The objective of the Meet is to build up Muslim unity & coordination of all marginalized groups which would contribute towards crystallization of political support for implementation of the Mishra Report. The Report is likely to come for discussion in the Parliament in the Budget Session.

The second important purpose of the Meet is to mobilize public opinion by responding to the criticism of the report as divisive, as encouragement for conversion of Hindu SC's to Islam and Christianity, and paving the way for another division of the country. All those come from the communal forces which intuitively reject any proposal from any quarter which may benefit the Muslims.

The Meet has therefore to formulate its strategy as well as to chalk out a democratic and peaceful Programme of Action in order to press the government & political parties to consider the Report seriously & to convince them that the masses are basically secular and believe inequality and justice for all and that Muslim Reservation has today become the litmus test for secularism.

Many Muslim organizations have been active in the field for the last one year some have launched state-wise or nation-wide yatras to propagate the message of the Mishra Report. The Meet shall press the government to act on the promises and repeated proclamations of inclusive development, partnership in governance and social justice in distribution of assets and fruits of progress.

The National Commission on Religious and Linguistic Minorities with Justice Ranganath Mishra, former Chief Justice of India, as the Chairman was notified in October, 20004 and submitted this Report in May 2007. For reasons best known to itself the Government took two and a half years to table it in the Parliament and that too, without any Action Taken Report or even Comments on the Recommendation of the Commission. The Recommendation, unique and unprecedented since Independence has therefore been received with enthusiasm & hope by the Muslim community. In the past, the draft constitution was charged at the last stage to deprive Muslims of reservation. Neither the Mandal Commission nor the Gopal Singh Panel Report nor the Prime Minister's 15 Point Programme, in several incarnations, have made much difference to the social, educational & economic situation of the Community.

The great contribution of the Mishra Commission is that while successive government have recognized the fact of relative backwardness of the Muslim Community, as did the Mandal Commission the Sachar Report, and promised 'due' or 'reasonable' or 'possible' share in government jobs to the Muslims or to show special consideration' to them in the field of public recruitment & education, Mishra Commission has for the first time quantified the Muslim quota in term of 15 % for all minorities, of which 10 % exclusively for the Muslims.

The second great breakthrough by the Commission is the Recommendation that the Constitution (Schedule Caste) Order, 1950, which the Commission has found anti-secular and unconstitutional be amended Clause 3, which originally confined Schedule Caste status to Hindus, be deleted. The Commission has recommended that there should be no religious discrimination in the provision of reservation to those who come from the same stock and have occupational parity & Muslim & Christian Dalits should be included in the SC Lists.

The third break-through of the Commission is that it has not only proposed reservation for religious minorities under Article 15 (4) but going beyond it to Article 16(4) for reservation in public employment without subjecting backwardness to any qualification.

Fourthly, it has allowed reservation for the minorities as one of the 'weaker section' under Article 46 of the Constitution.

The Commission has proposed other important legal and administrative modalities for uplifting the minorities. It has proposed that reservation should not be ad-hoc and that the relative level of backwardness of all groups should be determined through development-oriented Census, based on socio-economic parameters and that Supreme Court lay the guideline for all groups and sub-groups. Reservation quota would thus not be an exercise in official charity but the performance of a constitutional duty.

The Commission has also questioned the correctness of the Supreme Court in laying down a Ceiling of 50 % on total reservation on ground of so-called merit and efficiency and indicated that a uniform ceiling for a country in which there a vast differences in the number of backward-classes and their levels of backwardness from state to state is not correct.

The Mishra Commission recommendation has the Muslim community and several Muslim organizations and groups have launched campaigns for the Muslim reservation. Around this time, Popular Front of India has launched two-month long National campaign for Muslim reservation on 1st February in Pune. PFI will hold programs in more than two dozen cities covering all regions having considerable Muslim population.

On the other hand, Jamiat Ulama-I-Hind is also running a campaign in West Bengal demanding the state government for 20% reservation to the community that constitutes 30% of the state population.

Muslim Reservation: Great Beginning for Popular Front Campaign in Kerala

Changanasseri: Publicity program related to National Campaign for Muslim Reservation began in Changanasseri in a great way. Rally just before the public convention was a warning to the people with anti-reservation mindset. Popular front of India state President Nasarudeen urged to take caste wise statistics of government employees and reallocate undue share enjoyed by Nair society in government employment.

Nasarudeen also added "We do not hesitate to say we don't need Reservation". But the government should give all the constitutional rights guaranteed to the backward section of the society. Whenever minority sections raised their voice for reservation, leaders of forward classes raised objection. Congress and CPM pretended to take the responsibility to protect minority rights made minority community status in the state worst as seen today.

Compared to Dalits, Muslims' status in Bengal is worse where CPM ruled for last 30 years. Paloli Muhammed Kutty and M.M Hasan who became the leaders due to favors of Muslim community did not raise their voice on reservation yet. He also added "the time has exceeded for the backward community to break the chains of slavery they bought from each political party".

"Reservation is the birth right and will not allow anybody to snatch it" SDPI State Secretary Mr. M.K Manoj Kumar told by inaugurating the state wide campaign. Caste wise Reservation was implemented in British India and lord's of forward community opposed those moves.

Advocate Pookunju (General Secretary Jamaath Council) Prof. T.B Vijayakumar (President Ezhuthachchan Samajam), K.H Naser, K.A Hasan, K. Ali, Jabbar and Shajahan spoke on the convention.

The rally started near Puthur Masjid ended at Muncipal junction. Popularfront of India District Secretary C.H Nisar moulavi, Shameer Erattupetta. Shameer Changanasseri, Abdul Wahab, K.K Abdul Naser (Division Presidents) led the rally.

Cheers to Thackreys! Lets support him wholeheartedly in the following ways!

We all should support Bal+ Raj Thackeray and take his initiative ahead by doing more...

1. We should teach our kids that if he is second in class, don't study harder.. just beat up the student coming first and throw him out of the school

2. Parliament should have only Delhiites as it is located in Delhi

3. Prime-minister, president and all other leaders should only be from Delhi

4. No Hindi movie should be made in Bombay . Only Marathi.

5. At every state border, buses, trains, flights should be stopped and staff changed to local men

6. All Maharashtrians working abroad or in other states should be sent back as they are SNATCHING employment from Locals

7. Lord Shiv, Ganesha and Parvati should not be worshiped in our state as they belong to north ( Himalayas )

8. Visits to Taj Mahal should be restricted to people from UP only

9. Relief for farmers in Maharashtra should not come from centre because that is the money collected as Tax from whole of India , so why should it be given to someone in Maharashtra ?

10. Let's support kashmiri Militants because they are right to kill and injure innocent people for benefit of their state and community......

11. Let's throw all MNCs out of Maharashtra , why should they earn from us? We will open our own Maharashtra Microsoft, MH Pepsi and MH Marutis of the world.

12. Lets stop using cell phones, emails, TV, foreign Movies and dramas. James Bond should speak Marathi

13. We should be ready to die hungry or buy food at 10 times higher price but should not accept imports from other states

14. We should not allow any industry to be setup in Maharashtra because all machinery comes from outside

15. We should STOP using local trains... Trains are not manufactured by Marathi manoos and Railway Minister is a Bengali.

16. Ensure that all our children are born, grow, live and die without ever stepping out of Maharashtra , then they will become true Marathis

This should somehow reach Bal+Raj Thackeray so forward it to as many ppl as possible….

This needs to be read by all Indians.

So please help in this cause. Keep Forwarding.

Popular Front condemns re-imposition of ban SIMI

Bangalore: The Central Secretariat of Popular Front of India condemns the order of the Central Government which extends the imposition of ban imposed upon Students Islamic Movement of India (SIMI) for a further period of two years as per the provisions of Unlawful Activities (Prevention) Act.  It is the continuation of the assault on the constitutional right to freedom of association and a repetition of   the abuse of law against the Muslim community.

The Centre has extended the ban on SIMI, first imposed in 2001; citing fresh cases registered against its members and alleged role of some former associates in Delhi and Jaipur blasts that happened in 2008.  The extension order has also cited the conviction of jailed cadres.

The ban, under the Unlawful Activities (Prevention) Act, 1967, was first imposed by the BJP government citing flimsy and unproven charges, in the wake of the September 11 attacks in the US. It was opposed by many secular parties including Congress as a discriminatory measure against the minority community.  Contrary to hope that the situation would change with the advent of the UPA rule in May 2004 but, the propaganda against the community continued and the ban on SIMI is renewed now for the fifth time.  It is noteworthy that the tribunal headed by the Delhi High Court judge Justice Geeta Mittal, appointed as per the provisions in the Unlawful Activities (Prevention) Act has lifted the re-imposition of the ban on the organization in Aug 2008.   The verdict observed that the Central Home Department and Intelligence Bureau have failed to bring on record the facts on the basis of which the ban was re-imposed for a further two years in February 2007.  But the Central Government has hurried to the Supreme Court and attained an order staying the verdict of the tribunal.

The Supreme Court has neither heard nor pronounced final verdict in pending petitions about SIMI ban.  Further in none of the cases registered against SIMI activists have been proved in courts. On the contrary, the accused were acquitted in many   SIMI cases. The extension of the SIMI ban is highly prejudiced and amounts to discrimination.  The communal and fascists elements in government administration and police will further misuse SIMI ban as a cover to harass Muslim youth and implicate them in false cases as happened during past nine years.  An organization awaiting final justice from the Supreme Court is again haunted in the name of law. It also raises serious questions about the administration of justice by the judicial system.

Popular Front of India demands the Central Government to withdraw the SIMI ban, requests the Supreme Court to immediately complete  the proceedings on the SIMI related petitions and calls upon all right thinking sections to voice against this denial of freedom of association.

SDPI condemns outburst against Shah Rukh Khan

By Pervez Bari, TwoCircles.net,

Bhopal: The Social Democratic Party of India, (SDPI), has castigated Shiv Sena chief Bal Thackeray for ridiculing the superstars of Indian cinema namely Shah Rukh Khan and Aamir Khan for supporting inclusion of Pakistani cricketers over in the IPL.

The SDPI General Secretary A. Sayeed in a statement said that it seems the senior Thackeray has lost balance of mind in censuring the two big Bollywood stars and calling them the "two idiots". Thackeray went on to suggest sarcastically that Shah Rukh Khan, the Kolkata Knight Riders co-owner, deserved Nishaan-e-Pakistan, the highest civilian award of the neighbouring country.

The outrageous comment in Shiv Sena's mouthpiece "Saamna" about Shah Rukh Khan is most reprehensible and should be condemned by all right thinking people of the country, the statement stated.

It should be noted that in games and sports it is the excellence in performance that counts and not the nationality. If Pakistani cricketers are good and measure up to the standard of the IPL tournament then there is no harm in picking them and cannot be kept out due to their nationality.

Meanwhile, the statement said that the temerity of Bal Thackeray to hold the society at ransom in the name of "Mumbai for Mumbaikars" with none in the whole political spectrum to challenge his whimsical stand has emboldened him and his cronies manifolds. The Shiv Sena and its off-shoot MNS have held complete sway in Mumbai calling the shots as its activists indulge in not only brow-beating but physically assaulting non-Maharashtrians while the district and police administration look the other way umpteen times whenever the issue boils over and spills on to the streets of the metropolis.

However, now a good development for the health of the nation is taking shape over the "Mumbai for Mumbaikars" issue. The Rashtriya Swyamsevak Sangh, (RSS), and its political progeny Bharatiya Janata Party, (BJP), have openly come together against Shiv Sena to isolate it on the issue with the former declaring Mumbai is for all Indians irrespective of linguistic, caste, creed or religious diversity. The ruling Congress at the Centre and in Maharashtra also seem to have fallen in line to confront Shiv Sena over the issue, the statement pointed out.

The SDPI is of the firm belief that it's wrong to discriminate people on the basis of caste, religion, language or regionalism. Every Indian has the right to reside and work in any part of the country including Mumbai. It hopes that better counsel will prevail and the initiative taken by the RSS-BJP combine over the issue is brought to its logical end to provide relief to one and all in Mumbai and the country at large, the statement added.

Reservation is the legitimate right of every Muslim - K M Shareef

By Muhammed Iqbal

Dammam February 1, 2010: Indian Muslims played a significant role in Indias Freedom struggle. Many political parties ruled India after Independence, but no one was succeeded to maintain secularism. Even though Constitution of India stresses the security for minorities, the fascist elements are in full pledge to weaken all the efforts and succeeded in their efforts, opined Mr. K M Shareef, General Secretary, Popular Front of India while addressing the crowd in a public program Reservation - Muslims Rights which was organized by India Fraternity Forum on 29th January in Dammam.

The program was conducted to enlighten fellow Indian nationals about Muslim Reservation taken in context of the Justice Ranganath Mishra Commission Report which has recommended 10% reservation to all Muslims in education and government employment.

On this occasion Mr. K M Shareef added that Indian Constitution guarantees religious, social and economic rights to minorities, but unfortunately these rights are blocked by anti-Muslim elements in India. During his remarkable speech, he enlightened Sachar Report, & according to this report the major problems faced by Indian Muslims are Identity, Equity and Security, which is mainly due to capitalism and communalism & Indian Muslims also face allegations like Anti-Nationalism, betrayal and appeasement.

In order to overcome all these problems Mr. K.M Sharief urged all Muslims to fight for reservation in field of education and government employment which is also recommended in Ranganath Misra Commission report.

Moulana Zafarulla Qassimi, Northern state president of IFF, while inaugurating the program appealed all Muslim organizations to forget differences within selves and asked to put a unified struggle to fight and get our rights at this moment.

Moosa Kutty, Central Coordinator IFF, Jahfar Sadiq Faizi, Member of All India Imams Council and Mohammed Ashraf were among others who were present on the dais.

The program began with Quran recitation by Brother Abdul Khader. Mohammed Sharief gave a short preface for the program and welcomed the gathering & Mr. Mohammed Ashraf presented the vote of thanks. The event was nicely anchored by Mohammed Ashraf, Jubail.

The auditorium was jam-packed with huge crowd and standing audience. IFF volunteers facilitated the smooth conducting of the program with their outstanding assistance.
